EPIRB (emergency locator beacon) questions:

1) how quickly and reliably does Coast Guard pick up EPIRB signals and home
ion on them

2) If EPIRB is highly effective, would it make sense to attach a communal
EPIRB (owned by SFBA? or some other association) to any of the channel markers
at a place like 3rd Avenue as a rescue of last resort option.
