Subject: tide levels

I decided to add tide levels needed for various sailing locations
to the windspeed.info file. Here is what I have now - does anyone
have any corrections or additions?

=== Tides ===
For sailing at Palo Alto, we used to need a tide level of at least 4 feet.
With the new dock, 3 feet may be okay.

For 3rd Ave, 2 feet is the limit for the old launch by the blue tanks.
At the new launch (fenced lot) 1 foot seems to be enough.

For Coyote Point, 0 feet is fine.

At Powerlines (Sherman Island) parts of the levee riprap go under water
at high tides, creating hazards if you sail too close (I broke a finbox
this way).

At San Luis forebay, 219 feet is the danger level (it's pumped, not tidal).
