I went there in January many years ago. Yes, there was windsurfing.
Big Sail, (5-6meter) Big board, slog around kind of windsurfing. The
gear was several years old then, all Mistral stuff.

There was also a surf break, but it was about a half mile paddle out to
it, and I had to befriend some staff and convince him of my competence
to borrow a surfboard.
  
I'd say bring your own body surfing fins, be happy with that. Earplugs
would be good too. I remember getting a major load of sand + wax in my ears.

The outstanding feature of club med Ixtapa is Scuba dive operation.
