My two cents:
Cape Hatterus really goes off Sept and Oct. I've been there at the end of
August as well and there were many 20+ days. There's not much for nightlife,
but a good trade-off if the winds are low is to rent some big kites- they
are very popular there with lessons available. The seafood is excellent and
cheap.

Stay in Avon- you can rent a small house on/near the sound for a week for $600
or less I believe. Several stores around have instruction- the sound is an
excellent place to learn. If you stay inside the channel you can touch
bottom everywhere. I don't think it's ever crowded there except for
holidays. No wetsuits needed either.
