Peter,
I think your approach is excellent. It does seem to
me, however, that the concession building idea may or
may not fly, as you suggested, and I would say that
launch improvements would be the way to spend the
funds. Improving the launch "ramp", removing rocks,
are good ideas but I'd say a very, very key addition
which would get my top vote of all would be:

a bathroom at the far west end of the lot
not right in the prime rigging area, but a bit closer
to where the two paths come together on the way to
becoming the one path that you take to ASD when you
break a harness line...

as it is now, the walk to the other bathrooms is just
long enough that as it stands sheepish windsurfers are
peeing all over the place in the bushes on the west
end of the lot. It's pretty lame. I feel bad for the
peninsula humane society people having to watch us pee
through their fence all the time.

It may be too late to put this idea in, but in case we
get another bite at the apple...

Anyway, Peter, we all appreciate the work you've been
doing over the past 2-3 years for Coyote. The howlin'
spot never had a better friend.
