A wild hare mitigation idea, if runways are a foregone conclusion and
practical only upon certain runway configurations:

Would it be possible to put down enough fill to allow a road to run
around the runways. Perhaps install a viewing/parking/fishing area at
the end of one or both of the runways, with enough parking for sailors
and rigging. It'd be loud, but it'd be farther out in the bay, allowing
for later sessions, and a lot shorter distance to the channel. It'd have
disadvantages (no beginner sailing, no downwind bailout except at Third
and Coyote), but the sailing could be pretty good! You could sail
towards Coyote, or farther out into the bay, if the light towers don't
obstruct your wind or path. I'd like to see if this mitigation idea
could be explored.

Just a thought at 4:30 on a Friday afternoon.
