Dear Peter,
I'm afraid what you're seeing is not so unusual in Burlingame.
 Councilmember Coffey (remember him as the former chair of the Planning
Commission) pushed this issue at last Monday's council meeting , which
comes as no big surprise to me. It's, unfortunately, a response to the
'special interest" money that helped to elect him by a mere nine votes in
October. You will now begin to see the "machine" in action. It is
interesting to note that Vice Mayor Galligan chose to abstain from this
vote without indicating why. We have sent e-mail correspondence into City
Attorney Larry Anderson and we will forward you his response.

We are not sure why he abstained, but it could be in response to a recent
publication of our new newspaper "The Burlingame Voice" which expressed
concern about the project being given an unbiased hearing due to Vice Mayor
Galligan acceptance of five separate $250 campaign donations from
 Glenborough in the 1997 election. We will continue to press this point.
 We will also ask Mike Coffey to recuse himself from voting as he is a
commercial realtor and stands to make substantial funds from this
development (estimated at $100mm) .

We hope to publish a march issue of the Burlingame Voice which is being put
together by a group of us concerned citizens and being distributed
virtually on foot. We have absolutely no budget and have published the
first issue with donations. We are not asking you for money, but we could
use some manpower to distribute the newsletter the week of March 20th, in
time for the Study Session. There is another item on the agenda that night
(Storage USA) that we are also opposing.

So, here you have it. The worst of small town politics in a nutshell, with
some very high stakes. We hope that all of you who have so much to lose by
this project will give us whatever support you're able.

Subject: 301 Airport Boulevard-Coyote Point Impacts

The Burlingame Planning Commission has been directed by the Burlingame City
Council to hold the action meeting on 301 Airport Boulevard on April 10th,
during a regularly scheduled Planning Commission sesssion. The Commission
was planning to have the action meeting in May so that all 7 of the
Commissioners would be present for the vote. The commission will be short
one
member at both scheduled April meeting dates. The Commission had also
selected a night when there is no regularly scheduled meeting so that there
would not be a conflict between other items and the 301 Airport issue which
is expected to involve extensive testimony. The direction issued to the
Planning Commission seems unusual to me. The apparant concern was delay.
One
could argue that the greatest delays have come from the developer being
over
ambitious in submitting overly large or tall buildings. The 7-0 rejection
the
last time around was a clear message that the developer was tryng to put a
square peg into a round hole.

The Study session is still tenatively set for March 27th. That date will
hold
if the Planning Department staff is able to review environmental documents
ansd prtepare a staff report.
