Actually you could sail it when the Navy was there (or in the process of
moving).

It was excellent sailing.

SF County came in and shut it down.

The SFBSA has done some work here, but I don't think they've had much
success to date.

I believe that SF County will try to limit access to TI as much as possible
so that they can build casino's and whatever they feel like it without the
public really understanding what a great PUBLIC resource they will lose to
the developers.
