My guess is that he needs to downhaul his sail more and move his mast back
in the track. The length of a fin doesn't tell you enough about its size to
know whether it's too big. (Yesterday I was on a 4.7, 32 cm spitfire, small
8'8" and the fin was smallish for going deep. This combo is good for me
from 20 to 24 mph at 135 lbs.)

- You don't say what size sail you are using. It sounds like your fin
is too big for the conditions. If you're using anything smaller than
a 5.5m sail or so, that's too much fin. You may have too much sail
as well.... One key to surviving chop is to bend your knees to suck
it up, kind of like mogul skiing. Getting another size fin is the
cheapest way to get the most out of your board.
