I sailed a flattenned 5.4 all afternoon at Power Lines on an 88 Mutant (200#).
 I agree that the swells were kinda messy for the most part in that part of the
river, but I think that's just because of all the sailors making wakes. Every
once in a while there is a super-smooth set with no chop on it at all, probably
just because it made it through without getting run over by a windsurfer.

Best sailing session I ever had began at Power Lines. I sailed upwind during
an ebb on a very flat 6.0 and 88 Mutant with an 11.5" swept blade. Past the
Park and another .5 miles upwind or so. Up there is a bend in the river, and
even in very powered 6.0 wind there were 3rd Ave. size swells making jumps on
the _port_ tack. Totally smooooooooooth long swells and big ramps. Just
wonderful. Then when the flood started I headed for home at Mach 1 on a crazy
downwinder. The only thing to watch out for up there is stumps in the water,
as my next time up there I trashed a fin on a piling that was pretty far
offshore. And of course, because you are COMPLETELY alone, practicing the
loops there probably isn't the way to go :)
