The Oregonian - 7/7/97:
     
The City of Cannon Beach has voted to required "ocean use permits" for all
"wind-propelled craft," i.e. windsurfers. The permits, although free,
would
only be given to sailers who can demonstrate that they can "manage the
sea."
 The Oregon Department of Parks and Recreation has yet to approve the
measure
and will be considering it next month. The article does not state (1) who
will judge a sailer's competence, or (2) how easy it is to get the permit.
     
I think sailboard organizations should kill this one dead in its tracks.
 "Licensing" sailboarders is the first step in prohibiting the sport
altogether.
