I sail often at the Emeryville Marina, and algae growth on the ramp is
a problem there too. The ramp is built out of concrete bricks with
holes in them (there must be a better term). At low tide it is
extremely slippery. One needs to wedge toes or heel in the holes to
get a grip, and must move slowly.
     
I would imagine a featureless, sloping concrete surface with algae to
be unusable.
     
Traffic at the Emeryville ramp is only a small fraction of that at
3rd. ---Luigi
