In case you already didn't figure it out, this report was for 4/12/96.
My home machine had the message queued.

The tide on 4/12 was:

 High Tide: Fri 1996-04-12 8:13 AM PDT 7.00
 Low Tide: Fri 1996-04-12 3:02 PM PDT 0.00
 High Tide: Fri 1996-04-12 9:36 PM PDT 6.66
 
and I hit the sandbar about 3:45 pm, so it was almost dead low tide.
