In the ocean, water temperatures are *coldest* in the spring. This is
said to be due to prevailing winds causing upwelling of cold water from
down deep during the summer. For instance, the mean temperatures at
the Bodega Bay buoy were

                    air sea
            jan 52.6 F 53.8 F
        feb 52.8 54.9
        mar 54.1 55.5
        apr 51.6 52.0
        may 52.5 51.7
        jun 52.9 51.1
        jul 56.2 54.3
        aug 54.9 53.5
        sep 57.3 55.1
        oct 55.3 54.5
        Nov 54.1 54.7
        Dec 54.0 54.9

You can see the dramatic drop in temperature during Apr-Jun, which
are the windy months on the coast.

As Bob says, inland water temperatures vary much more. In the
Gorge, the water temp is about 40 F in Feb and about 72 in Aug.
