I ruined my first non-waterproof VHF using one bag only (the clear VHF
bag), it developed a tiny tear near the seal and I didn't notice
till I got out and it had filled with water (I was in the water
a lot that day). So I use two bags to be safe. My friend actually
used three (a heat sealed bag in addition) but decided that was
overkill.

You *can* make a phone call with a VHF, using the Marine Operator.
It has to be collect, or credit card, or else you have to open
a special account. I can't remember what channel you call on,
I think it's 26. Listen in for a while and you'll understand
the protocol.

The two-bag solution could work with a cell phone, but it would be
a hassle sealing it all up well every time. Let us all know if
anyone sees a "sport model" waterproof cell phone,
that would be perfect.
