The best alternative for a passive instrument that I read in that thread
was an optical device. You would have a bright white background, and a
dark black paddle spinning in front of it. The optical device would
then attempt to measure frequency changes of the measured light on the
background.

No, I don't think the device exists. Again, the hard part would be
getting Coast Guard permission to mount anything on their channel
marker.

I remember Will's rec.windsurfing thread.  The passive device
used a "spinner" mounted on the buoy that one viewed with a
telescope.  Take the optical output from the telescope and
let it hit a photodetector that was tuned to detect AC movement.
The amplitude modulation would indicate the spin rate of the
"spinner".  It would be easy to design the electronics, the hard
part is keeping the spinner spinning at a true rate with all
the corrosion that would occur on the buoy.
