Mike, I posted to sci.physics and rec.windsurfing with the laser idea. The
concensus of the responses was: "A) Yes, it will work; B) No, you will
never get Coast Guard approval because of the risk that the laser will hit
some sailor/boater/pilot in the eye and blind them."

The best alternative for a passive instrument that I read in that thread was
an optical device. You would have a bright white background, and a dark black paddle
spinning in front of it. The optical device would then attempt to measure
frequency changes of the measured light on the background.

No, I don't think the device exists. Again, the hard part would be getting
Coast Guard permission to mount anything on their channel marker.
