Norm is the head life guard at Leo Carillo State Beach. I don't
have his last name but his phone # is 310 457-2585 his fax # is 310
457-4871. He has been very anti windsurfing for many years because
he sees it as a liability for the State and his job. He has been
writing tickets to people who cross over the bouys he places there
every summer for "Wreckless Navigation of a Vessel". This carries a
sentence of 1 year in jail and a $7500 fine. According to his
interpretation of the law, Windsurfing is technically illegal in the
State of Ca. because we need to be 200 yards off shore. He has
just "been letting us" sail there with the bouys. We didn't mind
the old bouy configuration because it allowed us some of the wave,
but the new configuration (according to him) is going to make wave
riding technically illegal and impossible. The ordinance
classifying windsurfers as vessels dates back to the sailors at the
Berkley Marina who asked their local rep to clarify the law because
they weren't considered vessels and they wanted to be able to sail
in the Marina.

Please pass this on to every one you can, and please don't include
my name. The last time I wrote an article in California
boardsailing mag he gave me a ticket a few weeks later. I've been
very careful since not to break his rules and not to get him angry.
