I've usually ended up roughing it one way or the other
(although there were the salad days when my buddy had
a condo in HR), so I can't say much about lodging, and
nothing about having a dog along.

Don't limit yourself to considering Hood River -- you
have to drive around to the wind some anyway, and there
are cheaper/easier options. White Salmon and Bingen are
just across the river in Washington (Bingen along the
river, WS up the hill), one less toll to the Hatchery
and Doug's Beach (and one more to shopping in HR).
The Dalles seems like a good place to take a dog.

Could be tough to find a place for the 4th with this little
leadtime.
