Hi Jeff,
I don't surf or kite, but I do spend a lot of time on the OR coast.
September can be a very good month (compared to July and August) for swell
up there. Check the forecasts... you may get lucky.

As for kiting, 2 spots come to mind. Floras lake is good for beginners -
they seem to launch on the West side of the lake. Whiskey run (just North
of Bandon) seems to be a popular wave beach for the more experienced. It's
also a great place to windsurf. Have a good week.
