There are two ways to look at it. Pack everything into one bag which will
probably weigh in at about 85lbs or split it up into one double bag and a
quiver /gear bag. The baggage guys got to handle the stuff and if it is to
heavy you risk the reprisals of sore attitudes when it comes to lifting your
shit.
I'd recommend putting your two boards, 2 masts (430's 0r 400) (you won't need
a 460)
and bigger sails in the bag with cutup cardboard box around the nose and
tail. Try to make it padded, but not too heavy (easy on their backs). Use
your sails to pad the boards and tape it all up.

Put all your smaller sails 4.7 and under in a quiver bag with other stuff and
squat it down as much as you can so as to minimize the girth. If you make it
short enough you shouldn't get charged an extra. The tip about one board is
true. Only once did I get questioned and I fessed up and told them it was a
small surf board which theoretically it is. They let me go for one charge of
$75.
But, absolutely the BEST tip of all is in SFO go to the curbside porter and
tip him at least $10 and he will take care of you. This works for everyone.
