Could be that the numbers reported by CoW have something to do with it.
Today, for example, SFO has reported (via Ken Poulton's report) hourly
averages exceeding 17mph for the last 3 hours, but not a peep from CoW. I
doubt, this time, that it's due to CoW's 'missing site' bug*, which has
also been showing up a lot lately for Coyote.

*ie it's blowing 4.0 but Coyote does not appear on the pager. Next minute
it's there, and shows steady wind for the last 2 hours. Caused, apparently,
by the sensor's phone line being too busy for it to send a report. This has
been reported countless times to CoW / iW, but no solution is in sight.
They COULD fix it by providing an 800 # for the call-ins, but????
