As I understand it (from one of the staffers at the public workshop last
week in San Rafael), the current Runway Development Bureau is funded by
airport revenues - that's parking and concessions. If you park, eat or drink
at SFO your money is going to fund the new runway campaign.

I understand that many airports have "airport ticket taxes" and
that SFO has none right now. A friend of mine told me that SFO
was going to add a 75 cent tax to each ticket and that this
money would be used to fund the airport expansion planning.
It sure would be nice if we could tax the tickets to lobby
for a solution that does not fill the bay.
