I've seen airports with viewing/parking areas right off the end of the
runway. But you could make the fill wide enough to offset the
parking/rigging areas to make it even more safe.

Only near shore. As soon as you got planing away, you'd be OK. Just
don't launch during a landing, and wear your earplugs!
