On a Unix system, you can use .forward to preprocess incoming mail.

How about this: subscribe to wind_afternoon or wind_24 and then filter
out all the sites (or times or windspeeds) you're not interested in.
You could create a different threshold for each site if you want.

Then use the paging/PalmPilot software to send the interesting data
(above-threshold, forecast, etc.) along.

If your pager (or paging software) is limited then another option is
to use two email addresses. The first one does the analysis. If any
site is above the threshold it sends mail to the second email address.
Any incoming email at the second address is forwarded to (or rings)
the pager.
