We need your help, NOW.

The bill (SB 177), which was sent to the Governor on Friday, amends the
McAteer-Petris act to allow fill of the Bay for noise reduction.
Obviously SFIA has a hand in this. This was a John Burton, D, San
Francisco amendment. Burton is a well known friend of the Airport.
We'll need a major campaign to ask the Governor to veto this.

Process: The amendment was never heard in a policy committee. It was
not
described in the analysis of the bill at its last committee hearing
(Assembly appropriations) nor in the floor analysis. Members probably
didn't even know they were voting on the change. Apparently
environmental
groups weren't alerted to the play. The bad language was added on
September 7th, in a much-too-late appropriations committee hearing (not
an
appropriate place for a policy amendment, especially one that wasn't in
print prior to the hearing and was not included in the bill analysis).
It
was taken to the Assembly floor on Thursday (2 days later) and to the
Senate on Friday, the last day of the session. Of course, legislators
were
afraid of voting against a bill by Burton, since he's the most powerful
guy
in the legislature.

Byron Sher D, Santa Clara, for example, abstained from the vote, rather
than voting against it.

Complain both about the policy change and about the process.
