I suspect there are superb wind modelling experts at NASA/Ames windtunnel
complex in Sunnyvale (assuming program still exists). Any windsurfer in
that group should be automatic helpful expert and could probably even model
it for you/us. I could contact someone who used to work there, but would
be so "third-hand" that more direct contact would be best (he is neither
windsurfer nor windtunnel guy).

Other suggestion is that Mariott Hotel in Aruba may be a very "clean" model
of building impact, with easy to measure/observe results available on daily
basis from Dasher and now Andy Brandt, I imagine.
