Justin, from your description, you are more likely in the 8-12 mph wind
range to plane up. Here is an old post I saved from rec.windsurfing
days. (at EOM) a 2 knot tide will have a major impact when in the 8-12
MPH wind range...

It would be funny if you got one of those compressed air hornes to blow
at big boats when you are out in light wind!
