For Palo Alto, you just have to read the charts:

    Low_Tide: 09-20 5:45 AM +0.5 7:00 AM +0.5 7:47 AM +0.4
  Safe_After: . . . . 9:17 AM +2.5 10:31 AM +4.0
   High_Tide: . 12:34 PM +5.3 1:16 PM +7.0 1:25 PM +7.6
Unsafe_After: . . . . 5:34 PM +2.5 5:17 PM +4.0
    Low_Tide: . 6:06 PM +1.2 7:22 PM +1.3 8:10 PM +1.1

The claim here is that you should have been able to sail over the mud
until 5:17, but would be courting slimola by 6:30. When did you
get stuck in the mud?
