yes and no. 8^)
on very low tides, such as 0.0 and lower, most of the normal 'inside'
sailing area is exposed mud flat. however the ferry channel remains deep
and it is next to the shore. (you generally launch into the channel and
work upwind to cross the channel and stay safe) So on very low tides some
people just sail up and down the channel, or use the channel to get way
out by san quentin where the mud is a bit deeper.
