i've been using an icom m1 for over a year
stowed in a dry pouch inside a kayakers fanny pack
called a seal pack i think
never a problem with water invasion
out of laziness i had stopped checking the batteries
every week and sure enough when i went to use it
one day (to ck NOAA) the power switch was on
and the battery was dead
needless to say i check and charge on a regular basis now
( it has never happened again btw)
evolving survival tech may bring water proof lithium
battery pacs soon but for now ni-cads are whats available
and probably best for for the windsurfing application
as was mentioned elsewhere in this thread EPIRBs are
more suitable for larger off-shore craft
