A 12" balloon would have 32lbs of buoyancy: more than enough.

Here's a thought... why not plug the ends of your mast (or both ends
of each mast segment for a 2pc) to make them watertight. Then your
rig won't sink at all. (~10lbs buoyancy for a 430cm mast with 50cm at
the base for the extension.) The problem is coming up with a really
watertight plug that will stay put without adding much weight to the
mast.
