I tried on vests at the Outdoor Retailer show last fall and found two
brands that have great potential as windsurfing vests. They are all
designed to have low profile with a short cut and narrow chest so they
don't interfere with movement or with a seat harness. Kayaking retailers
such as Marmot Mountainworks/Western Mountaineering should have them in
stock; you might want to give them a try.
Lotus Designs - Noli series (side zip), Rio series (front zip), and Lola
(women's cut).
Kokatat - Fit series with side and front zip models and a women's cut.

BTW I finally decided to start wearing a PFD after my board and rig got
away from me at Rio Vista last summer and I had to swim WAY too far - I now
use a Lotus from last year, a little bulkier than the models I tried at the
show but not hard to get used to. I like the padding around my ribs (makes
for more pleasant landings!) and the little mesh pocket on the front may
not be stylish but it sure is handy.
