On the day I was there, I felt that with 200-300yd reaches the point
was still mostly down wind of me, and at the very least I'd be able to
paddle back with safety. I think with some care and common sense and
the buddy system even a non-waterstarting beginner is safe at
Candlestick. And the higher wind you mentioned makes it a much more
satisfying place to pick up the basics of planing and waterstarting.

(Naturally, steering and being able to slog upwind on a longboard are
basic skills that should be worked out on a lake like Shoreline before
venturing on the bay.)

Just talking about it makes me antsy for the thermals to start up
again. ;)
