As far as the orientation of these spouts goes:

The fluid dynamics guy here at work says that vortices really want to attach
themselves to something. It's what they do. So a bit of a wing-tip vortex
that sheds off a plane as horizontal might be able twist to vertical, attaching
itself to the bay.

That's my hypothesis and I'm stickin' to it-
