In the absence of traffic slowdowns, 280-92-1 (through Half Moon Bay) is
about a dead heat with 280-85-17-1 (through Santa Cruz). 84 looks more
direct, but actually takes longer.

To Davenport, ~7 miles south of Waddell, 17 gets the edge.

Of course, traffic can be hell on any of these, but 17 seems to be
especially bad going south in the early afternoon in the summer (beach
traffic) and 92 is often stop-and-go on October weekends as pumpkin
season approaches. But 92 lets you drive on Highway 1 longer, so it's
lots more scenic.
