Just to elaborate on NB's location - take 17 to Santa Cruz, then follow Highway
1 North (Half Moon Bay), which becomes Mission street (very slow). Turn left on
Swift Street (next to the last light before the north end of town), then follow
the signs to NB - right on Delaware, left on ??? (there is a sign), then right
on West Cliff into the parking lot, then bear right through the kiosk. The fee
is $6 (state park daypass gets you in). Just keep to the left, and look for
sailors. The walk in is pretty long - I'd say about 150 yards - but the walk
back (uphill) is the killer.

You go by Haut's on Swift, in case you need any equipment.

Go slow through the kelp, and get upwind before you return to the beach, or the
dead spot and the kelp will suck you downwind (of course, at this point, there
is no wind to be down from).

Park in the normal parking lot, then walk about 1/8 mile to the beach.
It's a good place to have a cart or something to haul your gear.
     
There is a huge dead spot for about 200-300 yards, after which you hit
the windline big-time. There are huge kelp beds on either side of the
sailing area, and if you get caught in them you will resemble the
creature from the Black Lagoon quickly. So hit that windline before
you get blown downwind and into the kelp.
