You can get a machine shop to weld up an L or C shaped bracket that
slides inside the horizontal bar of the car rack. (Use square tubing
if you have a Thule rack, round tubing if you have one of those
Yaki-whatits.) The C bracket has the advantage that it also locks in
the top board. If you only have two boards, you only need an L.

Slide the C bracket into the end of the car rack and drill a hole
through the both of them for a padlock. No straps required and it
locks the boards in.
