I just saw an ad for exactly that, I think it had a little CO2 bottle.
The ad was in either the latest issue of Performance Windsurf Report
or Wind Tracks. I'll try to find it and post more info.

I always wear a PFD out on the bay, It may not look cool, but I'd rather
live to sail again. I don't wear the PFD in surf because it can be a hazard
trying to duck under breaking waves. I think I'll start carrying one in my
fanny pack when I'm in the waves.
